What is a easy way to get dutch broadcasting onto a television?

My Mom (who was born dutch) wants to get dutch news and tv. She is not computer savy and lives 600 miles away from me. Could I set up a computer or Tivo or Boxee for her??? What is a simple way to accomplish this. I can set it up before shipping it to her what ever is best for the $$$ and simple to operate. I like to hear some opinions. I try going to some dutch sites but I do not know dutch.
